Happy - MM is only taking 3 requests at a time, filling them, then reopening the list for another three. Right now the queue is full, so you'll have to wait until you see the thread listed as open (which happens to last maybe 15 minutes at best it seems due to high demand).

I really want an adoptable for my jetsam and no one has darigan jetsam adoptables. Maybe this is for a reason?

If it's too difficult, could you make an ice bruce? That one may not be any easier.

I don't see why not. If they're generic ones (and not specified to a custom design/character/idea/etc) then sure, they can be for anyone's use. Just make sure not to grab a unique one.
